US commander warns against leaving Afghanistan too rapidly

The battle-hardened Army commander nominated to take over U.S. military operations in Afghanistan warns Congress that if America leaves the fight too rapidly, there is a risk Islamic State militants could merge with al-Qaida and plan attacks against the U.S. Lt. Gen. Scott Miller, a former Army Delta commando who heads U.S. Joint Special Operations Command, tells the Senate Armed Services Committee that, if confirmed, he'll reassess the troop numbers in Afghanistan to see if the force size is right.

Cambodia scorns US sanctions against senior military officer

Cambodia's military has reacted with scorn to an announcement by the United States that it has blacklisted an important senior army officer over human rights abuses, blocking his access to any assets in the U.S. The Treasury Department announced sanctions Tuesday against Gen. Bun Hieng, commander of Cambodia's Prime Minister Bodyguard Unit, which it said had been engaged in serious human rights violations for at least the past 21 years, including a 1997 incident in which a U.S. citizen received shrapnel wounds.
